The United States Domestic Fuel Surcharge (USDFS) applies to all motor, motor/rail, and rail shipments moving through the carrier’s designated United States Port of Loading, Port of Discharge or inland location as defined in a Tariff TLI or Service Contract.
The USDFS is calculated using the U.S. Department of Energy (DOE) weekly report of the national average retail price of on-highway diesel fuel (in dollars per gallon, including all taxes). This index is published by the DOE’s Energy Information Administration (EIA) and is available at www.eia.gov/petroleum/gasdiesel/ or by calling 202-586-6966.
The USDFS percentage is based on the average of the two most recently published weekly diesel prices from the DOE/EIA. This calculated average determines the applicable USDFS percentage.
The USDFS percentage is updated every two weeks and announced with 30 days’ advance notice.
Example: The USDFS percentage effective Sunday, April 12, 2026, is based on the average of the DOE/EIA diesel prices published on March 3, 2026, and March 10, 2026.
